Starting a cleaning business in Washington: the licence, the L&I account and the insurance

Most guides to this get the fee wrong and add a registration you do not need. Here is what Washington actually charges, in the order you actually do it, from the agencies that actually charge it.

The short answer

Opening a business in Washington and getting your UBI costs $50, with a $5 annual renewal. That single filing registers you with the Department of Revenue, Employment Security and Labor & Industries at once. Add city endorsements for each municipality you plan to work in.

There is no cleaning-specific state licence, and a cleaning business is not a contractor. Contractor registration with its bond and liability requirements applies to construction and improvement work, not to a service business β€” so that is a step you can skip entirely.

Workers' compensation becomes mandatory with your first employee, comes only from the state, and for janitorial work is risk class 6602 at $1.6799 per hour worked in 2026. General liability is not legally required, but it is what your first commercial client will ask to see.

What Washington actually charges

The number repeated across guides to this trade is $90. The Department of Revenue's published fee schedule says something different, and it is worth having the real figures because they change how you budget the first month β€” and because getting fees wrong is a sign a guide has not checked anything else either.

Which matters mainly because it rewards getting the filing right the first time. Decide your legal structure and your trade name before you file rather than filing twice, and check whether you actually need a separate trade name at all.

The order of operations

Sequence matters here because each step needs the one before it. You cannot open an L&I account without a UBI, and no carrier will write a commercial policy for a business that does not legally exist yet. Four steps, in this order.

  1. File the Business License Application with the Department of Revenue. This issues your UBI and registers you with Revenue, Employment Security and L&I in one filing.
  2. Add the city endorsements for the municipalities you will work in. Seattle, Tacoma, Spokane and Bellevue license separately from the state.
  3. Open the L&I account before your first employee's first hour, and confirm your risk class.
  4. Buy general liability before you bid on anything commercial, because the certificate is a precondition and not a formality.

Why the UBI is the number that matters

It is how the state identifies you across three agencies and how a property manager or a cautious client will look you up. Having it current and having the licence renewed for $5 a year is the cheapest credibility available to a business this size.

What you do not need

Contractor registration. This is the most common piece of wasted effort in the trade, because the word cleaning sits near construction in people's minds. Contractor registration with L&I β€” with its bond and its required liability policy β€” applies to construction and improvement work, not to a service business.

Where the confusion comes from

If you add work that is construction or improvement β€” remodelling, installation, restoration after damage β€” the answer changes and registration may apply. Cleaning as cleaning does not require it. If you are unsure which side a service falls on, ask before you advertise it.

The L&I account

Washington is one of a small number of states where workers' compensation is sold only by the state. There is no private market and no agency can sell it to you. It becomes mandatory with your first W-2 employee, and it is charged as a rate per hour worked rather than as a premium on payroll.

What janitorial work costs

Risk class 6602 covers janitorial services and pest control, and for 2026 the rate is $1.6799 per hour worked, up 4% from $1.6098. Over a full-time year that is roughly $3,490 per cleaner, and about $759 of it is the worker's share, which Washington lets you withhold.

Get the class right before the first report

When to buy insurance

Before the first job you actually want. General liability is not a legal requirement for a cleaning business, which is why so many start without it β€” and it is what a client is asking about when they ask whether you are insured. The order matters more than the timing.

The two mistakes at this stage

Buying the whole stack on day one, when a solo residential cleaner really needs liability and nothing else yet. Or buying nothing until a property manager asks, which means losing that bid while you scramble. Buy liability early and add the rest as the business grows into it.

City endorsements

Washington cities license separately from the state, and the endorsement is added to the same application rather than filed somewhere else. Adding a city non-resident endorsement to an existing location is free, which means there is no financial reason to work in a city you are not endorsed for.
